Chef Donald Morgan graduated with honors from Le Chef Culinary Institute of Austin in 1995 (now The Texas Culinary Academy). After completing an internship at the Chez Ze restaurant and graduating from chef school, Donald went on to the Marriott Capitol. Since the Marriott, Donald has worked at kitchens including the Prodigy, the Summit, the Sheraton, and the Hardin House Dormitory. He also served as the Executive Chef at the Grand Court Retirement Center.

In February 2000, Donald and his wife, Lara, purchased the assets of Capitol Catering. They are still at the original location on Burnet Road, next to Dallas Nightclub and the famous Kolache Shoppe. Together with their hard working staff, Donald and Lara strive to provide excellent food and service at a reasonable price.

Dine by Design is most popular for the special recipe salad dressing (passed down in the Morgan family), and the Butter Pecan cake with rum sauce. Dine by Design offers a diverse menu, with tea and dessert included in the price of the entrée.
